Audit Record Generation is where the logging plan becomes actual records. Event Logging (03.03.01) defines which event types to log and Audit Record Content (03.03.02) defines what each record must contain, but Audit Record Generation (03.03.03) is the requirement that the system actually generates those records and retains them. It has two (2) parts: generate audit records for the event types and content specified in 03.03.01 and 03.03.02, and retain those records for a time period consistent with your records retention policy. This requirement explicitly points back to the other two audit requirements, so it only works if those are already in place.
A common difficulty with this requirement is retention. Generating the records is usually the easy half, since the logging is configured under 03.03.01 and 03.03.02. The retention half depends on having a records retention policy and actually keeping the audit records for the period that policy defines. If there is no retention policy, or logs roll off before the policy period, the retention objective is unmet.

03.03.03 maps from NIST 800-171 R2 requirement 3.3.1 (create and retain system audit logs and records to the extent needed to enable the monitoring, analysis, investigation, and reporting of unlawful or unauthorized system activity):
Mapped against the two (2) AOs, both (2) are direct (minimal effort), with no net-new AOs and none with no mapping. This is a clean carry-forward. R2 3.3.1 bundled specifying, generating, and retaining audit records into one requirement. R3 split that work across 03.03.01 (specify the event types), 03.03.02 (content), and 03.03.03 (generate and retain). The generation and retention pieces map directly, so if you satisfied 3.3.1 you are close, provided your retention policy is documented and your records actually persist for its defined period.
